Exchange students admission is rather easy, while for "solo" students, procedure is quite different :
Pay attention ! Closing dates for DAP must absolutely be respected (generally at the end on january)
Solo students from European Union are not concerned with DAP procedure. They must apply directly to the university. Other categories of students may also be exempted. More information : www.education.gouv.fr
Visa and stay in New Caledonia
For foreigners wishing to stay in New Caledonia, the first step is generally to obtain a visa from the French consulate in their country of origin
Basically, there are two types of visa : short-stay visas (visas de court séjour) and long-stay visas (visas de long séjour). Some visas allow a single entry into the country, and others allow multiple entries
Short-stay visas (visas de court séjour) are issued for stays up to three months and entitle the bearer to enter and stay inNew Caledonia. They thus perform the function of authorizing residence in the country for the visa validity period
Citizens of the following countries do not require a visa for stays up to three months in France :
Andorra, Argentina, Australia, Bolivia, Brasil, Brunei, Bulgaria, Canada, Chile, Costa Rica, Croatia, El Salvador, Ecuador, Guatemala, Honduras, Israel, Japan, Malaysia, Mexico, Monaco, New Zealand, Nicaragua, Panama, Paraguay, Romania, San Marino, Singapore, South Korea, Switzerland, United States, Uruguay, Vatican and Venezuela
But they will need a visa if they wish to stay in France for more than three months
Long-stay visas (visas de long séjour) are issued for stays from three to six months (nine months in some cases) and entitle the bearer to enter and stay in New Caledonia. These are the only visas enabling the holder to apply for a residence permit (though possession of a long-stay visa is no guarantee of obtaining a residence permit)
A long-stay visa affords temporary authorization for residence in New Caledonia pending issue of a residence permit (carte de séjour), and specifically includes the wording "carte de séjour" The holder of a long-stay visa must complete the residence permit application procedure within a period of three months. There is a special students’ version of the long-stay visa ("visa de long séjour mention étudiant"). This is issued as a preliminary step toward issue of a one-year renewable student’s residence permit running from the date of initial application

Despite special student facilities like libraries, university restaurant, student accommodation and low-price transport, it does cost quite a lot of money to stay and study in New caledonia. A minimum of 450 euros per month is generally required by french consulates. Students must give proof of sufficient level of financial ressource before getting their visa
Pay attention ! Living in New Caledonia is expensive (and especially accomodation). 750 euros par month are a basic average necessary income in New Caledonia.
Students wishing to stay in New Caledonia are required to produce proof of insurance covering healthcare expenses.
Non European students must register at the Haut-Commissariat de la République’s administrative center. Students must apply for a "titre de séjour". To get the approval, students must present the UNC official application form
